The Horizon Europe project COMPASS (Comprehensive Offshore Management Platform for Assessing Sustainability) was officially launched on 1 November 2025 for a duration of four years.
Coordinated by France Energies Marines, COMPASS brings together 14 partners from 8 European countries around a shared objective: to develop a digital decision-support platform to enhance the sustainability of offshore wind farm design.
A new holistic and open-source decision-support platform
As Europe aims to reach 360 gigawatts of installed offshore wind capacity by 2050, the COMPASS project addresses a key need: providing an integrated assessment tool for evaluating the impacts of offshore wind farms.
The platform will combine tools that measure environmental, social, and economic impacts with models that show how offshore wind farms interact with marine ecosystems and the benefits these ecosystems provide. This information will be connected through a digital twin – a virtual version of an offshore wind farm – that lets users test and compare different design and management options. This will allow stakeholders to identify the best trade-offs between performance, impacts, and project acceptability, whether for bottom-fixed or floating installations.
COMPASS is grounded in multiple real offshore wind farm case studies across European sea basins, covering different technologies, foundation types, turbine sizes and co-activity configurations. These case studies, provided by leading industry partners, will be used to prototype, test and validate the platform, ensuring it directly supports tenders, permitting and long-term planning.
