Le programme de travail Horizon Europe 2023-2024 donne une place importante à la participation d’entités provenant d’États tiers. C’est dans ce contexte de renforcement de la coopération internationale que l’initiative « Afrique » a été renouvelée et l’initiative « Méditerranée » mise en place, dans la lignée de PRIMA. En effet, le programme de travail 2023-2024 inclut des appels à projets qui incitent à la coopération avec des entités situées dans les zones Méditerranée et Afrique. Ces initiatives sont le fruit d’une forte impulsion politique européenne.
L’initiative « Afrique »
Le lancement de la deuxième initiative « Afrique » a conduit à la publication d’un ensemble d’appels à projets dans les différents piliers d’Horizon Europe qui privilégient la coopération avec des partenaires africains. En effet, en tant que partenaire stratégique, l’UE cherche à renforcer sa coopération avec l’Afrique afin de trouver des solutions localement adaptées à de nombreux défis. Ces appels à projets nécessitent ou encouragent la participation d’entités situées dans les pays de l’Union africaine (UA).
L’initiative « Afrique » met en exergue quatre domaines prioritaires de la coopération en matière de recherche et d’innovation entre l’UA et l’UE : la santé publique, la transition verte, l’innovation et la technologie ainsi que les capacités de recherche et d’innovation. Cette initiative englobe un ensemble de 30 appels, pour un budget d’environ 300 millions d’euros. Ces appels concernent principalement les clusters 4 (Numérique, industrie et espace), 5 (Climate, énergie et mobilité) et 6 (Alimentation, bioéconomie, ressources naturelles, agriculture et environnement) du programme Horizon Europe.

L’initiative « Méditerranée »
Avec le programme de travail 2023-2024, la Commission européenne lance l’initiative « Méditerranée » et la publication d’une trentaine d’appels à projets qui privilégient la coopération avec les pays du bassin méditerranéen. L’initiative « Méditerranée » met en avant les trois domaines prioritaires de la coopération en matière de recherche et d’innovation : la santé, les énergies renouvelables et le changement climatique. Cette initiative concerne 37 appels (clusters du Pilier 2, Missions, European Innovation Ecosystems), pour un budget d’environ 319,5 millions d’euros (en dehors des partenariats).
