The 2023-2024 Horizon Europe Work Program gives an important place to the participation of entities from third countries.
With the objective to strengthen international cooperation, the “Africa” initiative has been renewed and the “Mediterranean” initiative set up, in the footsteps of PRIMA. Indeed, the 2023-2024 work program includes calls for projects that encourage cooperation with entities located in the Mediterranean and African areas. These initiatives are the result of a strong European political impulse.
‘Africa Initiative’
The launch of the second ‘Africa initiative’ has led to the publication of a set of calls for projects in the different Horizon Europe’s pillars that focus on cooperation with African partners. As a strategic partner, the EU seeks to strengthen its cooperation with African countries in order to find solutions to many challenges that adapted to local environments. These calls for projects require or encourage the participation of entities located in African Union (AU) countries. The ‘Africa Initiative’ highlights four priority areas for AU-EU research and innovation cooperation: public health, green transition, innovation and technology, and research and innovation capacity. This initiative encompasses a set of 30 calls, with a budget of approximately €300 million. These calls mainly concern clusters 4 (Digital, Industry and Space), 5 (Climate, Energy and Mobility) and 6 (Food, Bioeconomy, Natural Resources, Agriculture and Environment) of the Horizon Europe program.

‘Mediterranean initiative’
With the new work program, the European Commission is launching the “Mediterranean” initiative and the publication of around thirty calls for projects focusing on cooperation with the countries of the Mediterranean basin. The ‘Mediterranean initiative’ highlights the three priority areas of cooperation in research and innovation: health, renewable energy, and climate change. This initiative involves 37 calls (Pillar 2 clusters, Missions, European Innovation Ecosystems), for a budget of approximately 319.5 million euros (excluding partnerships).
